If the government is going to intervene, then they ought to first encourage outsourcing before they even start letting migrants into the country. Better for a company to go where the foreign workers are than to import them into the country and possibly create other social complications...
They were supposed to control for friends and better social life. But I don't believe it. Hard to believe a drunkard will live longer than a guy who doesn't drink and lives a clean, healthy life...
They should encourage more outsourcing to other countries only after the quota of foreign workers has been reached and the employers can prove that it is difficult to find workers in Korea...

It's a correlation, not causation, between drinking and life expectancy. They should control for socialization as well as having other ways to relieve stress...
